We are learning about a man who has been accused of causing his second deadly crash In Cleveland and nine years. Lennard Duncan, 40, has been charged with aggravated vehicular homicide after a November 27 crash that killed Traci Simmons.Duncan does not have a license and will never be allowed to have one. He was given a lifetime suspension after a 2010 conviction for a deadly crash that he caused. This most recent crash occurred head around 1 p.m. on East 55th Street and Broadway Ave. Police say that Duncan was traveling at a high rate of speed in a 2017 Mercedes-Benz he slammed into the back of a 2009 Honda being driven by Simmons that was stopped at a red light. The crash caused Simmons’ Honda to slam into the back of the vehicle in front of her and then into a crosswalk sign. Simmons was taken to the hospital where she died from her injuries.Lennard Duncan was released from prison in 2018 after serving a sentence for a crash he caused that killed a 19-year-old in March of 2010. In that incident, it was determined that Duncan had PCP, marijuana, and alcohol in his system when he ran a red light and veered into oncoming traffic, striking the victim's car head-on.
