Police say that Lennard Duncan was high on PCP when he slammed his vehicle into another car, killing one woman and injuring several others in November of 2019. Police also say that Duncan was not even legally allowed to drive. When the incident occurred, his license was suspended for life after he had previously pleaded guilty to causing a crash that killed a 19-year-old in 2010. 

The November crash took the life of Traci Simmons. The 52-year-old woman was killed when a vehicle driven by Duncan slammed into her car at a high rate of speed on East 55th and Broadway.
